The upper chamber of the National Assembly on Thursday 5th March 2020, approved President Muhammadu Buhari's request to borrow the sum of $22.7 billion. The request was okayed amid objections from some senators. during the debate, Enyinnaya Abaribe, the Senate minority leader warned against the consideration of all the recommendations of the loan at once. He suggested for it to be treated chronologically, but Senate President Ahmad Lawan disagreed with him.

Subsequent debate on the matter forced the senate into an executive session during which the loan request was approved. President Muhammadu Buhari had earlier sent the loan request to the senate in 2019 and it was rejected by Bukola Saraki led 8th assembly of the senate.
