IPPIS: Strike Looms In Universities, As Only 'Enrollees' Will Be Paid

On Thursday, 30th January 2020, Federal Government disclosed that only University lecturers captured on the Integrated Personnel Payroll Information System (IPPIS) will be paid for January 2020 salary. The Government added that payment of the tertiary institutions’ lecturers will begin today, Friday, 31st January 2020.

It can be recalled that the IPPIS has been an issue of controversy between lecturers’ umbrella body, Academic Staff Union of Universities (ASUU) and its employer, theFederal Government.

Vig360 also gathered that the January 2020 salary of tertiary institutions’ lecturers which has been previously paid in bulk to the institutions' account, will now be paid to the individual lecturers' Deposit Money Banks (DMBs) accounts and that only those captured on the IPPISplatform will be paid.

Also, on different occasions, the Federal Government through the Office of the Accountant-General of the Federation (OAGF) warned that any worker not captured under the IPPIS would not be paid the January 2020 salaryThe OAGF also disclosed that Secretary to the Government of the Federation (SGF) Boss Mustaphlast week informed that, some lecturers collected salaries from multiple sources.

In an internal memorandum sent to the Minister of Finance by the SGF directed that since the OAGF had completed its assignment on IPPIS, the salaries of those not captured on the platform should not be paid, irrespective of who they are and where they work.

However, the ASUU leadership opined that the payroll system was unnecessary for its members, many of whom refused to be registered.

Reacting to the move, ASUU President ProfBiodunOgunyemi stated that the Union members will invoke “no pay no work” resolution reached at its National Executive Council (NEC) meeting in Minna, Niger State, last year(2019).

In his wards, Ogunyemi was quoted saying “Once the Government begins payment of January 2020 salaries of lecturers in the Universities and our members are not paid then we will invoke the no pay no work resolution".
