Indications are high on Tuesday, 17th December 2019 that university lecturers, who failed to enrol on the Integrated Payroll and Personnel Information System (IPPIS), might face a bleak Christmas. This was because the Federal Government insisted on a directive of President Muhammadu Buhari on the payroll system.

It was gathered that Federal Government was still insisting on its position that any of university employee who failed to enrol on the IPPIS would not be paid his/her December 2019 salary.


It can be recalled that the President, while presenting the 2020 budget on October 8, 2019, directed all Federal Government employees to enrol on the IPPIS to ensure accountability and to checkmate fraud.


However, the Academic Staff Union of Universities (ASUU) had kicked against the system, saying it violated the autonomy of universities. In spite of the President's directive, university staff were paid their October 2019 salaries, which according to the Federal Government, it provided a window of opportunity for the workers to enrol.


In addition, it dispatched the IPPIS officers from the Office of the Accountant General of the Federation to the institutions between October 25 and November 7, 2019.


To register their displeasure, the Union had threatened that its members would go on strike if the Federal Government stopped salaries of lecturers, who failed to register with the IPPIS.


Despite the threat of industrial action by ASUU, the IPPIS office which is domiciled in the office of the Accountant General of the Federation insisted that enrolment on IPPIS is a presidential directive and whoever failed to enrol will have to forfeit his/her salary henceforth.
