South Africa's highest court has ruled that the speaker of parliament can decide to allow a vote of no-confidence against President Jacob Zuma to be held in secret. The Speaker of parliament, Baleka Mbete, had previously said she did not have the power to order a secret ballot.

The Associated Press (AP) is reporting heavy fighting erupted Tuesday between armed groups in Central African Republic only hours after a peace deal was signed in Rome, aid officials said, while the United Nations warned that humanitarian aid was running out.

Unidentified gunmen attacked a luxury resort, Le Campement Kangabaon, on Sunday, killing two guests. The resort is popular with Western expatriates and foreigners outside Mali’s capital, Bamako. The security Minister of Mali, Salif Traore told Associated Press on Monday.
